Yay! Do a slip knot on your hook, and attach to the hair elastic.  Round 1 : You want to make a total of 40 SC into the elastic hair tie. 40 SC Round 2: Ch 3, and put 2 DC into this same stitch. Now continue putting 3 DC into each of the 39 Sc stitches in previous round. In the last stitch do a skip stitch and fasten off your work.  Take a yarn needle and weave in your ends. Ta da!
